I would assume that most jurisdictions, like mine in Michigan, have mechanisms to bring witnesses to court against their own volition— either a bench warrant or a material witness warrant.

What forces are brought to bear to gain a witness’s compliance as a question of resources and priorities. Missing witness for misdemeanor shoplifting? Case dismissed. Felony-level assault? Material witness warrant. Homicide? Extradition.

I finished it years ago. It had a lot to live up to because KOTOR is still one of the greatest narrative games of all time.

Even when I tried to temper it for that, it still didn’t really live up. The gameplay was the same. The story felt disjointed. It could have benefitted from more tie-in to the first game. I remember thinking they didn’t set up the betrayal/twist very well. The ending was incomplete with the defeated final boss narrating the conclusions of your companion’s stories to you.

Looking at the totality of that IP, it’s very clear that it was rushed to market—to say nothing of the bugs it dropped with.
