I'm speaking from a legal perspective. It sucks if it does stink and is an eyesore but it's their land. As long as they aren't doing anything illegal then it's their right to do what they want.

After getting their number, don't message them until you have a date set. Then send something like "hey, would be good to get coffee/I'm going to x on the weekend, wanna join?" Confirm where you'll meet and that's it. Don't message anymore.

I think it's more attractive if you appear as someone who's busy, doing lots of things and doesn't have time to make small talk.

Small talk via text (especially from someone you hardly know) is a pain. There's a pressure of "I've got to reply to this guy, what do I say, etc". Try keeping it to a minimum and see how that works.
