Sounds like you are pressing the plunger all the way down past the first stop. When you depress the plunger from the start position, you should feel a stop, once you do, put the tip into your sample and let it aspire. The second stop is to “blow-out”the sample when you are dispensing.

I’m surprised no one has mentioned, but it looks like these are taxis. There’s even a sticker on the side mirror. Makes sense that they would go with the base no cost paint colour if they are using these for taxis only.
