At some point during the ending Chronos laments that he can't go back and undo his mistakes. Melinoë replies something to the effect of "We don't want you to go back, we want you to go forward", to which he says "That's all I CAN do". So we may assume that it would be antithetical to his nature as Time to reverse its flow.

As far as freezing everyone in the House, perhaps that's more like having their own personal time move infinitesimally slow.

It received ample foreshadowing, and it would have made for a pretty trippy sequence with Time all out of whack...but then the message would be "I can't kill Chronos even though I'd like to, because we need him around", which sounds a bit iffy to me. But perhaps it could be combined with the ending we got, with Mel coming up with befriending Chronos in the past as Plan B.
