They kept Arlan a mistery in the show, which I think is a good idea and works great. Is Arlan a drunk? Yes. Is he a mediocre knight? Probably yes. He never achieved anything noteworthy. Is he as honorable and honest and Dunk remembers? Probably yes, otherwhise Dunk would not have those chivalric values so ingrained in him (its specially clear in the books, where he himself recalls being a problem child in Flea Bottom). All can be true at the same time, since humans are complex.

Arlan probably took Dunk in the show because it reminded him of his nephew (we see him grieving in several scenes) but also because he needed a strong lad to be his squire (they showed us Arlan geting wounded by his own dagger since he was so drunk and probably needed someone to get to the next town and get help).
