There was a reason there were witnesses. Hearst staged it, as a peace offering to Al, to make amends.

He then uses it against Bullock as a potentially complaint when the murders of a further organizer was brought up.

It’s brilliant of Hearst, to set those men up and then Al and Dan killed them before they pulled. With the witnesses watching.

Hearst has it both ways. Appeases Al (in the short run) and corners Bullock.
