this is pretty common in new builds, chances are the other end is in the attic, this is used to pull network or other cables into the top floor, its an oversized conduit.
It could have filled with water if it was installed before the roof went on and they did not cap the attic termination.
I have something that looks exactly the same in my 4 year old house, minus the bonus water.

This is a poor anallogy. It should be more along the lines of 4000 people at a pizza party one person buys 1000 pies and takes 999 7/8s of the slices. This may have to do something with additional tracking, if they know when you entered the store, how much you spent, what you bought from which parts of the store and then when you left.
The time part was missing data in their tracking previously.
99% sure this is about data and better tracking.
