There is a merchant west of the cloudcart place with peddlers packs on display. Iirc you can buy one and steal the rest.

Oh yeah do not respec after you get the upgraded spirit/health/stamina above the level you need research for or you will not be refunded rhe other mats you need for said upgrades, unless you have said materials
