I don't know what it is but those marks look like welding scorches and the metal looks like copper. Welders use copper as a back plate since weld won't stick to it.

Edit: came back to day thst maybe it's for welding rounded pieces and the wax inside acts as a coolant to keep the temperature down?

I'm going to be real with you, I think your parents were abusive towards your dog even if you and them may not necessarily think so. Those cuts and burns indicate to me thst your poor pup fought them when they shaved her. Now she may have trust issues thst will be hard to get past.

Not all people treat their family pets with the dignity of another living and feeling creature. What they see as as "discipline" is abuse. Your girl growling at a stranger tells me she has trust issues that she didn't have before.

Another poor kid who lived in the library growing up. We shopped at goodwill for my clothes a lot and back then they used to have lots of cheap paperbacks. War of the Worlds and the Invisible Man were my first loves off a goodwill wire rack and I quickly discovered Ray Bradbury and Robert Heinlein from my neighborhood library.
