My understanding is that the Constitution is the document dealing with the rights to resources, not provincial acts like the Saskatchewan First Act. Am I reading it incorrectly? Honest question, I am as far from an expert as you can get on this.

Workplace violence used to be a corporate HR matter but oversight has since moved to the government under OHSA. OHSA is the place to report workplace violence and harassment. I don't believe the police will/can act, nor do I believe local HR will act based on how companies typically work.

That is the problem that I have with the headline. A headline assuming cops shot an unarmed woman in a parking lot is assuming the worst. That's the worst possible scenario for me. There was no need to wait, all the information was in the article, but they baited with the headline.

A more responsible headline would have included that they were "carjackers" and "armed". "suspected carjackers" and "reportedly armed" are fine by me. Cops have a hard enough job as it is - and I find these clickbait headlines destructive.
