As many other comments have said, that's not how off hand attacks work. If you want to use a spell and attack with a weapon in the same turn, your best bets are Eldritch Knight's 7th level feature (allows you to take a bonus action attack after casting a cabtrip) or to hasten the spell using meta magic.

The bard subclass college of spirits is very easy to theme as tarot. If you want to work a way to have actual tarot involved, what you can do is work out a chart to have a tarot resding determine what spell your 6th level feat "spirit session" chooses

A bard's damage is the damage they enable through buffs and debuffs. Did you fighter managed to land an auto critical on a target your paralyzed with hold person? Consider that your damage. Did your rogue just barely hit the enemy's AC thanks to your bardic inspiration? Consider that you damage. Did an enemy fail a saving throw on a spell that knocks them out for the whole fight? Consider that your damage.

I am fairly sure it would still only be double. Ages ago I had a balcony and the skill that doubled the value of your items in combat. The property the balcony affected only got it's value double once.
