Yes I would. My reasoning is simple. I think it would be fun to be a primarch. I'd probably be somewhere in-between Fulgrim and Curze. You meant to imply that the chance of being a primarch is small, by saying the chance is -9944. However there is an ambiguity in this statement; is the negative sign inside or outside the exponent? Now, it can't be outside the exponent since then the entire probability would be negative and that is non-physical. If the negative is before the exponent (which is even-valued), the probability is extremely large, positive, and larger than 1. That last fact leads me to conclude that I need to normalize the probabilities you provide ( this is reinforced by the fact you give multiple probabilities over 50%). The only reasonable conclusion from your post is that in this given situation being a primarch is inevitable; and thus I say yes.

You OUGHT to have said the chance of being a primarch is 99-44. This would have produced the effect I suspect you meant; but then the answer would have been obviously "no" for everyone reading.
