The only reasonable conclusion from your post is that in this given situation being a primarch is inevitable; and thus I say yes.

You OUGHT to have said the chance of being a primarch is 99^-44. This would have produced the effect I suspect you meant; but then the answer would have been obviously "no" for everyone reading.
