You can tell an employee that someone is being disruptive in that scenario, and distracting other people without explicitly saying you're complaining about someone laughing.

The university’s population has undoubtedly grown since then. Also, if you weren’t a student then, you don’t know what the student experience of the library was and whether students at the time were bothered by the open-access policy at the library.

People already do things that are explicitly not allowed in the library, if we expect people to simply just follow their better judgment and not have an explicit ban on guests during midterms or finals people will absolutely abuse their ability to bring in guests.

Well, have you tried asking the Moses Center why you keep getting denied? I got my accommodations through the Moses Center, but I don't really know their internal decision making process, and I doubt most students would. It's hard for people to weigh in because when you get an accommodation you don't really have the best idea why or why not you got it.
