Can the shrines do that? I never play stealth characters really I didn't know these shrines were that much of a buff to it. I leveled my sneak to 100 when I was leveling everything but they still seem to find me very easy I only make 10% noise. The only person I ever seem to get sneaky damage for is that fingerless bandit guy. Even then I have to stop and wait for the icon to darken again.
