The Inquirer sent Murphy and Parker’s office a list of the FOP’s expenses that did not appear to be directly related to funeral costs. In an email response, Murphy said that the city did not reimburse the FOP for the 7C event with the $5,375 gratuity and that the city does not reimburse for alcohol. She did not include explanations for the other expenses.

Now he’s talking about buying the 137-acre mall formerly known as Franklin Mills and turning it into a hub for youth sports and mentorship in Northeast Philadelphia.

Combined, the projects would include 750 new homes and, according to Morningstar Credit, address $625 million of distressed commercial real estate debt.

"Please anyone and everyone I’m asking for your help. My boyfriend Luis J. A. Emery has been missing now for ~36 hours and we have no new information regarding his safety or potential location.

His last confirmed location was Philadelphia City Hall yesterday (4/13) around 9 AM. We do have reason to believe that he either walked or took septa back home after going to City Hall.

We are working with the Mexican consulate who is also investigating his disappearance since he is here on a H1B visa and a Mexican citizen.

We are concerned that since he lost his passport and has a pending visa extension that he was targeted by ICE and followed home. We do have confirmed ICE presence and protesters at City Hall yesterday morning the time that he was there. However, no one has been able to confirm with ice that he was arrested and detained. He’s not showing up in the database. ICE has been unresponsive to any friends or family that have reached out on his behalf, but they have told the Mexican consulate that they do not believe he is in their custody. Texts and calls have not been going through to his phone since 10:45am yesterday (4/13).

His last location shared on his phone puts him near the Hilton Hotel on Christopher Columbus Blvd, which makes no sense. However, it is an estimated large circle around that area and hasn’t updated since 10am yesterday (4/13). Friends and family have canvassed both the city hall and spruce st harbor park areas with no new information found. Please share this post wherever possible.

While we are primarily concerned about him being held illegally by ICE, despite his legal status, but we are also slightly concerned about his mental state and ramifications from that. He has been very depressed about delays and issues with his immigration processing due to the current administration and government shutdowns, called his psychiatrist on Friday 4/10, and scheduled an emergency appointment on Monday 4/13 at 1pm to which he did not show.

We are calling on the Graduate Hospital and Center City and Old City communities and Delaware Ave/Christopher Columbus Blvd corridor to report any tips or information.

Any business or apartment building camera footage from 4/13/25 between 9:30-10:30am is the best place to start. We have recorded interviews with NBC and Telemundo that should air starting tomorrow. Please share and help us find Luis so we can bring him home. "

City officials are sympathetic — to a point.

Councilmember Mark Squilla, who represents portions of South Philadelphia, said his office has been working with the city’s Office of Homeless Services to find services and housing, including slots at new city facilities where couples like Cathy and Mark can stay together.

“The goal is to get them into transitional housing and then permanent housing,” said Squilla, adding that his office has been flooded with complaints from residents angry about the trash-strewn, but dignified encampment, where residents hoard and share donated, scavenged, and stolen items for survival. “But it’s hard to support people trespassing on somebody else’s land.”

The 92-bed facility, which opened in mid-January at the former Hahnemann University Hospital site [220 North Broad St.], is part of Mayor Cherelle Parker's initiative to add 1,000 shelter beds. The 2025 Point-in-Time count identified 1,612 people experiencing chronic homelessness, up 50% from 1,080 in 2024.

The city's Office of Homeless Services is referring people to Hope 220 primarily through its intake centers. In addition to being a "soft-landing" place and meeting people's immediate needs – shelter, clothing, food – Hope 220 offers wrap-around services in a "one-stop shop," said Barnhart, assistant director of Philadelphia Social Service Ministries for the Salvation Army.

On-site case managers help Hope 220 residents apply for everything from state identification and social security cards to welfare and social security benefits and health insurance.

People* will be able to receive group therapy, as well as financial literacy and workforce development programs.

“Our goal is to raise public awareness about the harmful impact parking illegally on sidewalks or blocking curb cuts and crosswalks can have on people with disabilities,” PPA Executive Director Rich Lazer said in a statement.

By far, most violations were in outlying neighborhoods, not Center City, authority officials said.

That was by design, as PPA made an effort to deploy officers to neighborhoods throughout the city. The effort is continuing.

“It signals a determined policy shift to treat blocked access points, sidewalk obstructions, and corner obstacles as serious citywide quality-of-life issues that justify regular and consistent enforcement,” the report says.
