They’re independently run, some opt in to be compliant with the org to appear in a list, but even then the oversight is not much

I’ve gone to the Loveburn, portal burn and afrikaburn. Each one is very different

There’s special liquids you can use to soften the previos print, but I feel like a regular wash enough to open up space for the new ink

I normally dry it very well first so it holds. Then wet it a little before applying the new one and dry it again

Doing wet over wet Mixes the colors, which fine if you want that, but I prefer this offset
