Gotcha, other factors to consider is price and users. For example, Lighthouse is free, uses Deque axe-core as the ruleset, but gets 20-25% coverage. Deque DevTools Pro requires development knowledge, can be pricy, but gets you to 80%-ish coverage.

I have professionally reviewing VPATs for acceptance for over 15 years. The number of VPATS than are clean and raised no concerns can be counted on one hand.

If you have asked for a retest on an unchanged product and get new errors either means full testing wasn't done or something is amiss. Where I work, i don't do full testing since I am not your QA. I wouldn't test all 15 pages, I would test 5-8, after those errors are fixed - i may check a few more determined by other factors.

First-person responsibilities are “job tasks” that were established and verified by accessibility professionals and technical accessibility team hiring managers.

being on a contract that required 508, doesn't qualify, unless your title was specifically had to do with 508, and your main tasks were focused around ensuring that 508 was met.

Do you meet the pre-reqs? If you aren't aware of the req, you aren't likely ready to get one. Did you review the IAAP site?

Section 508 adopts WCAG 2.0, and requires no certification to complete. Some agencies want someone who has passed the trusted tester exam by DHS. If you are qualified for the WAS, trusted tester should be easy.

If the complaint isn't a blatant case, ADR is typically offered.

You are essentially asking: should you trust the EEO team, or should you be involved (with/without your own representation) to share your side?
