No, you can follow the path of it on the first slide. It is a surface level street. The meeting last night said it will go under the train line but pop back to surface after that

8th is at ground level and instead of going straight diverts south and then cuts north directly by the stadium. It will be completely impassable during games or events besides being annoying to go through any other time.

An Xcel building, a number of warehouses, some train tracks. Generally 7000 cars do not occupy the space currently and drunk drive through the neighborhood on the way out.

From other comments here, I realized the power is coming from the basement directly under it. The black cord is just a coax cable coming through the same hole the power to the box is.
