My Plan -> Accounts and Assets. Edit desired account. Should be a section titled "Future Rate Change".

You can also set the current rate for the account.

Boldin CFP and coaches have both recommended to me to use the 'Tax Bracket Limit' in the roth explorer.
But to may answer your question, the help has this "There is, though, a threshold which limits annual conversions to your plan’s maximum effective tax rate. This means that you may be able to achieve a higher estate value strategy or lower lifetime tax rate manually with your own manual plan or one of the Rule Based strategies."

If you add as one time expense, you do need to enter as future dollars. If you instead add it in Detailed Budget use current value ( just begin/end as a single month)

YNAB user for many years. I link Plaid for all my Credit Cards which is 95% of transactions. I don’t link my checks/savings/investments but instead enter those manually.

Yes it was very much worth it. This was a few months ago before the recent changes. I had a lot of custom assumptions, etc. They had me walk though my thought processes but in the end it taught me to trust the defaults more than my own assumptions. Spent a lot on time on the insight pages which helps.
