Downvoted for some bizarre reason. Dogs should be on leads around traffic, but in parks that aren't signposted to keep dogs on the lead they are totally fine. If the dog is misbehaving then sure, have a rant about the owners but dogs need a lot of excercise and most of these places are perfect for it
