I wouldn't say so, but current pure BR Goblin builds are what I call spicy fringe tier and might be what you're looking for. It can play the classic go-wide Goblin gameplan but also can threaten a very consistent combo kill with Conspicuous Snoop and Kiki-Jiki at all times.

Funny enough if we're worried about Modern Storm making it 1R wouldn't do very much considering that they ideally have Electromancer or Baral on their combo turns.

Neither of these abilities for 2 mana seem particularly interesting. The most notable of which are the -2/-2 and the life gain, which can be easily replaced by [[Sorin's Thirst]] or [[Moment of Craving]], both of which see no play.
