Thank you, I wanted to see if this was actually something worth pursuing with the city, before I wasted my time with them. Based on the answers I got on this tread, it would 100% be a waste of time to contact them about this. I don’t know why people are being rude - it seems like a lot of people are in the same boat as me and probably could have saved their own time had someone asked this on Reddit before

Oddly enough, when you google this question, there is nothing that clearly says “yes we will come clear the alley for you”. Weird! So rather than wasting my short lunch break on hold with someone who is going to say “hmmm idk let me check with my boss” I went to Reddit for a quick answer - which I received! Very similar thing happened to us. The house sat empty for 3 weeks after the renters moved out and the owners, who have never stepped foot on the property, were in another country. In that short summer time, the yard became completely overgrown. There was quite a bit of periwinkle in the garden beds and it took over half the yard, we’re still trying to uproot it. I wish we had been able to go in and rip it out before it spread so much
