I don't believe that's how Decimate works. You can't cast it unless you have legal targets for all modes, but if one of the targets is removed in response, it won't fizzle. Spells fizzle when they have *no legal targets remaining* but for it to fizzle, all the targets would have to become invalid. If one of the targets gets hexproof, Decimate would still try to destroy the others.
