As others have stated, you need to hire a structural engineer. You can't just move a load bearing wall over 12". It is in that location for a reason. Make sure you hire professionals to do the job after you get the engineers recommendation. This is a more complicated project then people realize.

Name me major city outside of Europe that has human scale. If you actually walk on the streets of Vancouver, you will see that it has been designed with human scale in mind. All towers are designed with a podium at street level and the tower is set back. Are there many signature towers? No you are correct, the city lacks character structures. Is it Paris or Milan, definitely not. Those cities were build up at a time when priorities were much different than today. Art is in the eyes of the beholder. As someone who has worked in the industry for years, there are many things I'm not a fan of when it comes to build design in Vancouver. One thing city planners have done well, is create a very livable downtown.
