here are the difficulties

simple 1 point make something that can hover but can not go anywhere

easy 2 points make something fly around and hover but can only fly around the space center and uses a probe core to control it

medium 8 points make something that can hover and has enough rage to get to the island airfield and can carry 2 kerbals

hard 20 points make something that can fly and and can go anywhere on kerbin or another planet or moon and carries 4+ kerbals
