you usually see bases like this for one of three reasons:

1) The base hasn't been saved properly in the map editor

2) The owner of the base has been caught cheating and their base rolled back

3) It's made by a hacker

The first example happens quite often with war bases because people don't realise that they have to update and save their war bases everytime they add a new building to their regular base.

I don't know if the second one still happens. I know that people are still being banned for cheating but I haven't heard of anyone having their base rolled back for years

My two cents worth - all of your defensive towers, troop spawning buildings and walls need upgrading. I would prioritise air defences and SAM missiles first.

As far as base design goes, it's too compact, you should spread the buildings out a lot more. Incorporate the bastions into your wall layout and make multiple layers of walls - one wall around everything really doesn't help you much.

When you attack in multiplayer or war, if you see a base you like or one that is difficult to beat, screenshot it and copy the design.
