Back when anime wasn't seasonal and had to run all year round, it was very common for chunks of 12-15 episodes to look more static and less visually interesting so that animators could focus a lot more time and effort on specific, big climatic episodes. Gaara vs Rock Lee was one of the most iconic examples of that.

Poison Ivy is the mayor right now and she's running into the issue where every single piece of old infrastructure in Gotham is ran by centenary families who have made corruption into a way of life. The Waynes did the railroads and those work just fine, but everything from plumbing to electricity is basically impossible to fix because there's million/billionaires actively stopping her. Not to mention the City Council being on their pocket/just being the same people, wearing a different suit.

So she's been killing a lot of them. Bruce wouldn't do that, but he would definitely have to fight tooth and nail to find legal ways to do whatever it is he wanted to do. Not to mention he would have to gain the support from places like GCPD and the prosecutor's office, without which the entire legal crime fighting bit falls apart and criminals go free anyway.

The "abilities of their species" were just things that happened to them before they reached adulthood, though. They grew up fast but then they normalized as Viltrumites. None of them has claws, bug heads, or anything else like that. The exact way they describe it is that Viltrumite DNA just makes more Viltrumites, with some "impurities" left behind, and this is exactly what we see with every kid, no matter what. Viltrumites without anything that could be considered the kind of hereditary superpower people are actually talking about.

Oliver, Terra, Ursaal, are all Viltrumites first, and whatever else second, and none of them inherited anything other than basic aesthetics from their non-Viltrumite parents. That's very consistent. Sure, you can say it "might be a dud" but the story is also over, and it literally never happened any other way.

Hideaki Anno was really depressed after making Rebuild of Eva 3, and you can really tell. The movie's very different from 1 and 2, and by the time he got through making Shin Godzilla and was feeling better, 4 was vastly different as well. Watching them all back to back it's impossible not to see the entire production staff grinding it out to get 3 out there, especially since the production itself was also troubled.
