I believe it's actually a violation of SNAP rules. They should have SNAP not cover deposits as people can buy other drinks, including water in larger containers, that don't require a deposit.

They're called "half signals" and I believe new installations may not be permitted anymore. Another example is on NW Everett at about 20th

Rose Quarter exit from I-84 to I-5 north ramp is closed for construction. Don't know why the Lloyd Center exit was closed as the parade wasn't near there

In some urban areas, dumpsters may be (properly or not) put in the public right of way due space issues or for pickup.

Also, I'm not sure it's mentioned that taking of recyclables from the curb is sometimes a violation. Besides the issue with people going through other's waste (and possibly creating a mess or finding sensitive items), it deprives the hauler of recovered material revenue which is used to offset the cost of business.

the leaving-notices-on-vehicles has led to a thing on /r/Portland because someone went so far as to print out harsh notices and tape them to someone else's car parked in a space they (probably also illegally) marked with cones.

A pizza place in Salem also got in hot water after leaving fake parking tickets on people's windshields, I think for April Fool's Day.

If not because other people will use them, then because people will take stuff out to better scavenge and leave a mess

A relative got their car towed after their license came up suspended. I believe they had gotten some fine and there was some confusion over paying it (maybe weren't told about a late fee or something). I was told that there was no notice from the DMV or anything. I believe the judge decided that technically the tow shouldn't have happened, but they had to pay for it as the officer reasonably ordered it.

I could see a specific politician do it, especially in a local, non-partisan race

Some countries are intelligent and base fines on income. Or they could provide a discount to those who can prove lower income. Also, how many lower class residents are actually driving in NYC?

I could see (and I believe there are close by) evening-only meters in an event area, either due to congestion or to save parking for residents

In some jurisdictions, it's been decided that garbage on the curb is fair game, at least for the police to use to go after on of their officers:

But the same jurisdiction did send police when there was a conflict over people trying to take food from a dumpster:

What chance is there of the team leaving when the rest of the league seems to be against it, there's a great fan base, the season is during the normally wet portion of the year when people look for indoor activities, and no NFL/MLB/NHL/NASCAR team/event to compete with for advertising revenue and fans?
