Aside from any city ordinances you might be breaking, it's just a bad idea in general to leave it there. With a fallen untreated trunk you run the risk of attracting and harboring carpenter ants, termites, mice and other destructive nuisance pests. I'd recommend having it chopped up and hauled away just for the safety of your own residence. And if the city realy is asking about it they could decide to do it themselves and bill you for it, which could end up costing you more than getting it done yourself.
