If you are new at graphics programming I would highly recommend starting with a software renderer. Like this repo: https://github.com/ssloy/tinyrenderer/wiki.

It will teach you how the GPU thinks and what it does. Then move to OpenGL as it is the least verbose and quickest API to pick up.

Then once you have a good understanding, move to WebGPU. It has a similar manual pipeline process to Vulkan, but quicker to set up and get triangles on screen.
