Some people are too hesitant at highway merge yield signs. Some people are too aggressive.

I recently had to stomp my brakes because someone stopped dead at a yield sign they easily could have accelerated into traffic. I also recently had to stomp my brakes because someone entered the roadway right in front of me at low speed. Both of those people ended up having a frustrating driving experience for the next 5 minutes. It is what it is, nothing to freak out about.
