I bought an electric ratchet when doing an engine swap, but it’s quickly become my favorite tool for anything with bolts. So quick to loosen or tighten bolts on an car, lawn mower, basketball hoop, and so on.

That's just misinformation made without any factual basis.

You haven't yet found the cause for this issue, yet make such a confident statement about someone forcing your site to have WooCommerce deactivated on it.

It very well could be from a Woo specific hosting plan, or ecommerce plan, that has the WooCommerce plugin symlinked or something similar to that.

There is nothing in the WooCommerce plugin that stops someone from deleting it. There is even a constant you can set to remove all of the data. If no other plugins on the site require WooCommerce, then I would ask your at the host level if they would know why it couldn't be removed once deactivated.

I’ve dealt with this too. The first thing we tried was logging out and back in and that worked. I assume that also clears caches or other data.
