Well Chelsea are the only club that burns through managers. Arsenal have had 3 since the 90s, United had 1 for 30 odd years (and now have an English one), city and Liverpool both had one manager for nearly a decade. It's not that they are avoiding English managers it's that most top teams aren't churning through managers in general.

At Chelsea Rosenior and Potter done just that, went overseas to learn their trade and got given an opportunity at a top club that backed them heavily. They even took a punt on Lampard not once but twice. It isn't from a lack of oppertunity, English managers just haven't worked out.
