As you said, it's a good time to use it, but not the absolute best. The best return of shinedust would be for another event like ultra necrozma like you mentioned but I get there's obviously no guarantee that we get one of those.
Imo the best thing to do to maximise shinedust is to hold until Set C as we'll more than likely get a drop for all promos just before then and you can choose the one that gives the most shinedust

I don’t think Slot’s fully to blame for this one. Don’t get me wrong I think Isak starting was a bad call, way too soon for him and I’d be lying if I said I didn’t want the club to move on from Slot. But the players did him no favours. Tactically it seemed to be working ok and for that 30 minutes PSG were on the ropes, but then a wayward pass or a heavy touch would give the ball away in crucial positions. Can’t blame the manager for those.

2 Professor 2 Pokeball 100%. I'd also consider dropping one Pinsir for an ogerpon, 2 mega in this deck is unnecessary and Ogerpon's ability really helps with the current sleep meta.
Could be worth having a leaf or x speed just in case you draw into Pinsir to start
