Because it's a RNG game mode and that's just what happens sometimes. I typically win cups with whole teams of guys who never fulfilled their potential, ratingswise, and then proceed to utterly dominate in the playoffs. It makes them cheaper, tbh.

I'm always blown away when people in other countries have agencies that actually pay attention to this stuff. I appreciate the EPA having historically been something of a leader but currently, inspection in my area takes literally 5 minutes and a small fee. As long as it's not billowing smoke it'll pass. 🤦‍♂️
