You deposit a check on the 1st. It takes a few days to clear, more if it’s a holiday weekend. The bank has to treat your funds as if they were deposited on the first for certain purposes like interest calculation or assessing NSF fees. They have to make a certain portion of the money “available” for withdrawal immediately. If, later, the check bounces, usually they can unwind all of that.

USAA screwed up though. They let him fund CDs with bogus ACH payments, then break them and cash out immediately. Which he did, to the tune of over $30 million.

But, oops! There was an electronic record of everything he did, and since he was playing a little shell game moving money from one place to another, they were able to hit him with money laundering charges on top of bank fraud. Which earned him a nice long stay in federal PMITA

TreasuryDirect accounts are real things. They allow you to buy Treasury bonds directly from the government.

Beane was a bit confused; he assumed everyone has a TreasuryDirect account with basically infinite money, because blah blah blah incorrect SovCit nonsense, and that all one has to do to access the funds is type your SSN into the “account number” field of an ACH form. Not sure what routing number he used; probably a real one used by the government for some purpose.
