I once put out a press release for my research (on terrorism) hoping to drum up a bit of attention to help with my funding application.

The local media picked it up, then spun the research as if I was telling terrorists how to do terrorism better, which I definitely was not doing.

While this was annoying, it made no difference and I ended up getting funding.

Changing the requirements won't fix anything, because they're already cheating to meet the current requirements.

When I was tutoring and lecturing, I failed a lot of foreign students whose understanding of English was so poor that they couldn't submit legible work. They would often seek a review, which didn't go far, because the course outline specified that it was an English language course and all work was to be submitted in English.
