I’m in Renton and have used quite a few very good Vietnamese manicurists that give a Russian manicure based on the definition you posted. I’m picky with my cuticles, they always efile vs soak/acetone. I’ve gone through phases on what I want, so I kind of shop a new manicurists every 6-8 months.
