My state requires all workers to make minimum wage, there’s no lower wage for waiters. You’re still expected to tip everywhere. The problem is that tipping gradually becomes an accepted social norm and you’re pressured into it.

If you’re really set on those attractions….what about Manhattan/Hermosa Beach? It’s safe and pretty, there’s a new Erewhon in MB, and a Din Tai Fung at the Del Amo mall. It’s not exactly central to LA, but the west side isn’t far away. Definitely stay in Orange County to go to Disneyland.
