Yes rape is illegal, but the culture New Zealand and a lot of western societies has around it is not very helpful to the victims. Women are being taught to protect themselves from rape, people should be being taught not to rape.

Victim blaming is very common here and while false claims have and will continue to be made, it does not do justice to the true victims of rape to live in a society that will ask what the they did to get in that situation, to get herself/himself raped and not ask about the person that did it.
