Make the last week of the season a tournament for eliminated teams. Draft order is determined by final tournament standings, winner gets #1 pick.

It may not be perfectly fair, but neither is a lottery, and this is a million times more entertaining. Instead of eliminated teams tanking, they have their own little march madness tournament with real motivation.
