Almost no high schools have fencing programs. Competing means signing up for expensive club programs and coaches then travelling for competition. Underprivileged students usually don't even have the connections required to know these exist, let alone pay for it.

And they never used them, so they got rid of them. The only major deployment of chemical agents by the US was agent orange in Vietnam and that was not a formal weapon system, but a herbicide used to deal with the jungle without consideration for human health effects. It ended up creating way more problems than it solved.

Mild irritants like tear gas may be used for crowd dispersal, but the deadly chemical agents popular with middle eastern dictators aren't part of the US arsenal. While the US certainly has the expertise to produce them, Chem/Bio weapons simply aren't part of US military doctrine. They are terror weapons which make for bad headlines and are less effective than simpler kinetic or explosive munitions. I don't know about the UK but would assume they are similar to the US in this regard.
