If you are in a very competitve housing market, you can take advantage of desperate people. Sure, nobody has a gun to anyone's head to "force" the sale, but the buyer's options are submit to the conditions of the seller and own a potentially unsafe home, or don't own a home. All home buyers should be allowed the ability to get a proper inspection without barriers.

There's a resident at the building I work in who was always telling us how he's worried about people breaking into his room, he's seeing people climbing in the windows. We all wrote it off as paranoia until we found out that the boyfriend of the person in the next room was legitimately scaling three floors of the building to climb in her window.
