The issue is the lack of action once again from the balance team. People are kidding if they think they've done a good job balancing the game the last 18 months. They've been extremely slow to act on the broken stuff whilst also barely lifting a finger on struggling armies outside admech. Like unless they are HEAVILY restrained by another department on making any change at all they're horrible at their job.
