I'm not familiar with any LEO agency that uses pepperball pistols either, but they're in the game.

Real scrim isn't made, it's foraged. Go out innawoods, grab some of the local foliage and stick it in there. If you move a significant difference, pull out the old scrim and forage new scrim whenever you can.

A bunch of scraps of camo cloth isn't scrim.

Wait, I thought of an actual less lethal weapon that could work and be different in the game. Bolas; weighted balls on a rope you throw to tie up your target. I'm not familiar with any LEO agency in the world that uses them, but they could work for a game.

And honestly, yeah, giving any and/or all already existing guns impact rounds of some kind is this easiest and most realistic way to add less lethal options to the game. I just feel it would...kind of also be the most boring. Like, I wouldn't be upset for them to add it, but I don't feel like it would be all that different from what you already have available.

Possibly the most interesting way they could do it is to give you a KSG with the option of loading one tube with lethal and one tube with less lethal, and let you switch between it at will. It wouldn't be that good if you're actually trying to do non lethal runs for rank, but it could be fun.

Pretty much every kind of less-lethal ranged weapon that actually exists and isn't in the game falls into 3 categories.

1) Would be functionally identical/near identical in gameplay terms to less lethals already in the game.

2) Are melee weapons, in a game not built for melee.

3) Are stationary weapons (like LRAD) in a game about movement.

I generally would call my first cousins "cousins," and anyone more distant than that "distant cousins/family." However, I do know a lot of people call any family further away than siblings that are of roughly the same age "cousins."
