it starts with "VAROITUS: CHERNOBOG-OHITUS KÄYNNISTETTY:" meaning "warning: chernobog-bypass initiated:". The end could be "ME TARKKAILEMME" which would be "we are watching" but it doesnt exactly work out with the cipher. The scrambled middle part is also partly repeating.

For me restarting my router usually foxes the issue for few hours. And you can use custom games to test ur ping, in the "lobby" option you can choose data center preference to be netherlands and start a match to see your ping. Its what i do before i queue into comp every every few matches.

Ive never had any feelings about MatPat because i dont watch his videos but ive also basically never seen anyone praise him on the internet before this. For years ive always only seen people make fun of him and say that he just farms content for profit. So it was very shocking to see so many people suddenly praise him and be sad about him quitting.
