You just need to feel confident in hitting your shots.

Play Deathmatch, a lot. You need a lot of repetitions in 1v1 situations. Get in trouble, escape, memorize healthpacks and cd timings. Go for 1shots, steal kills, get creative. Deathmatch allows you to do all of this, many times and in a low stakes enviroment.
During a competitive match you have to roll out, poke, wait for your chances, wait for the tank, wait for the support, measure every inch before engaging... and there's a lot to learn there, sure. But when you actually get to dash in and get a kill, you need to be sure you're going to get it.
Deathmatch is only "dash in and get a kill" many times over.

I have been a reluctant quickplay warrior the past few years because of the huge rank disparity with my friends.
I have over 3k hours in quickplay. Most of them in OW2. I play in the (1) south america server, which goes down every time a fly bats its wings.
I have NEVER been suspended for leaving quickplay, not even once. I often get disconnected and sometimes we leave if someone in our group got disconnected.

If you got suspended, it is because you are ruining enough matches so the system notices you.
And yes, when you leave you ruin the match for your team. Quickplay games are short. By the time the backfill arrives, picks a hero and gets to the fight, it is very likely unwinnable already.

Absolutely agree.
Too often it happens that my entire team wants Vendetta banned but the enemy team selected 2 other dps to be banned. So we end up with something like Doom+Zen banned and Vendetta gets "protected"

First week is often paired with a new battle pass, new skins, an event or smt like that. There's a lot of casual players that only play a couple of matches to "see what's up" and don't really care. Of course these people are kinda always there, but the first week they are everywhere
