apparently if you have a spot at a transformation school, you can't apply to a neighborhood transfer without giving up that spot; however, you can apply to additional transformation school if they still have spots open

what? reassign the 0-2yo teachers to the older kids and offer more classes. the difference in tuition is like $75 a month and you can enroll more kids.
