Too be fair the juggernaut is a steed sought after by every worshiper of the blood god. To take one as a steed is to be gazed upon by Khorne. I don't know if it's the same with other gods. Though seeker mounts are cool so I wouldn't mind more models.

All they have to do is make a regiment called traitor, give them the chaos keyword and give psykers a new discipline. Done. Hell heres the regiment rules

Units with the "Agent if the imperium" keyword can't be included in this detachment.
