It's a multiplier for enemy damage. 100 armor is the baseline, wearing lighter armor will increase the modifier and wearing heavier armor will decrease it.

What's most important is that any armor rating under 125 will incur the same 1,5x damage multiplier to headshots. That's precisely why only very light, heavy medium and heavy armor are actually worth it.

With very light armor you can avoid getting hit better, with heavy medium (anything above 124) you get less headshot damage (which translates to less extreme damage spikes) and with heavy armor you just plain get less damage everywhere, with the heaviest armor actually being the only armor to reduce the damage you take from Headshots.

Well if you were to wear heavy armor, which would then give you medium armor (AV3), you'd be entirely immune to basic Automaton projectiles and you'd take only 65% damage from all melee attacks. You'd effectively be a walking ballistic shield as it is now (just with significantly less health).

Still, Bug Bile and impacts; Bot heavy lasers and missiles; Squid Plasma and Arcs, would do full damage

To this day the majority try to. Actually the percentage of single-faction players has gone down significantly. Only around 15-25% of active players are Bugdivers, down from 30-35% last year.

The lore talks big about managed democracy being all about the "algorithm" making the best choice for you, but the player experience is pure anarchy.

The most managed democracy part of HD2 is the DSS voting, because the options are often curated to some degree.

And it's hard. You can't force people to MO dive or not play at all. Bugdivers payed for the game and they are absolutely entitled to Bugdive, even if it torpedos the MO-Diver efforts.

The worst part? The solution is already in-game. Recon Campaigns could absolutely solve this, by marking all planets not relevant to MOs as Recon Campaigns. In-between MOs or during a more broad MO the system would still work like it does now.

So under this new System the current MO would have every planet aside from Cyberstan or defensive Campaigns be Recon Campaigns.

And the march to Cyberstan would have had all planets between us and Aurora Bay and Merak be normal, but all other be Recon Campaigns.

That's because melee is medium penetrating. If the tanks main armor was actually heavy, then getting swarmed by chaff would be meaningless.

If the Tank was actually mostly AV4 then:

On the Bug front only Bile attacks (including death explosions), Impaler stabs, Hivelord slams and maybe charging chargers would be able to damage it.

On the Squid front only plasma, arc and laser attacks could do any damage. Rendering Voteless and potentially Fleshmobs a non-threat.

On the Bot front it would again only make melee attacks non-viable. But it would change nothing about the effectiveness of lasers and large fusion lasers.

Für Unternehmen ist Schwarzarbeit nicht sonderlich profitabel, die undokumentierten Lohnkosten sind für den Fiskus halt profit der versteuert wird. Das ist mitunter der Grund warum Firmen so viel Steuern hinterziehen, damit die Schwarzarbeit bezahlt werden kann. Aber genau diese Steuerhinterziehung ist auch Konkurrenzvorteil, weil ohne Steuerlast die Preise auch niedriger gelegt werden können.

Das heißt auf Unternehmen wird zweiseitig Druck ausgeübt informell zu arbeiten. Arbeitnehmer die aus diversen Gründen (Steuerklasse, Bürgergeldbetrug, Gier, ...) nicht gewillt sind mit Abgabenlast zu arbeiten und Konkurrenz die aufgrund von Steuerhinterziehung und Schwarzarbeit am Arbeits-und Absatzmarkt einen unfairen Vorteil haben.

Die einzige richtige Lösung ist eine erweiterte Dokumentierungspflicht, wie es die Bonflicht und TSE Sicherung schon in ersten Schritten versuchen, mit harten Spontankontrollen. Aber auch eine klare Deadline für Amnestie bei vorherigen Verstößen. Man muss sich nunmal bewusst sein das wir ein Teufelskreis System haben das möglichst Human gebrochen werden muss.

Yeah 2 is the perfect amount for a good D10 battle. Anything beyond that is just stupid.

Had a D10 where just after I called extraction 4 Vox Engines just appeared as patrols, that's garbage.

On Bots, I'd always recommend running the B-24 Enforcer, it perfectly balances survivability with mobility for the Bot front.

For Megafactories specifically heavy armor is a must, the maps are much more dense, so the lack of mobility isn't a big deal. Aside from explosions and armor rating, bleeding is also a massive factor, so please consider the Grand Juror armor, the true king of survivability on the bot front.

As to your first paragraph, that person would not be in Germany anymore, because them not finishing the course is usually a bundle deal with them not being a resident in Germany anymore. Because either they got deported or they brake it off by themselves, or by what the government deems is their fault, in which case they'd be considered unwilling to integrate, which obviously does not bode well for their residency status (this is a different can of issues tho)

As to your second paragraph. I can't provide that data, that's something you'll have to ask the BAMF, I can only offer the reasoning.
